Systemwide Complaint Procedure
Executive Order 928
Who Is Covered
Employees not covered by a collective bargaining agreement. Example: MPP, Confidential, Student Assistant. OR Employees in bargaining units whose collective bargaining unit agreements have incorporated the CSU systemwide complaint procedure for such purposes.
- Units 2, 5, 7 and 9 (CSUEU)
- Unit 4 (APC)
- Unit 6 (SETC)
- Unit 8 (SUPA)

When a violation of CSU's systemwide policies against discrimination, harassment and/or retaliation is alleged.
The process allows for an Informal level so an employee may meet to determine the nature of a claim and to explore an informal resolution of the claim.
A formal written complaint may be filed:

By filing a written complaint that was not proceeded by an informal level investigation. (Within 30 days of the event giving rise to the complaint or after the employee knew or reasonably should have known of the event)

By filing a written complaint at the invitation of the campus administrator. (Within 30 days of the event giving rise to the complaint or after the employee knew or reasonably should have known of the event)
- In response to the results of an Informal Level investigation with which the employee disagrees.(No later than 10 days after the Informal Response.)
